In cultural terms, do you think harsher penalties for blacks would motivate them to commit fewer crimes?

Ordinarily I think fair trials are necessary but since blacks are always committing so many crimes anyway I think we could save a lot of money by simply byping that and sending them right to jail with a long sentence. What do you think?
