Need immediate help plz reply me plz.....answers from india only?

i am a b.tech student i was given tc in a ragging case i complted 1 st year by that time head of the institute said he will give back my seat if i appelaled once i did but hez not saying any thing he said i will look at it....now is there any leagle chance tht i can get seat ...can i join 2 nd year inany other college with the tc given to me ...on tc they worte about ragging.....is there any alternative to me other than suicide.....is there any b.tech colleges which take students based on +2 marks plz help me......
