Can a Saudi man marry an American girl in Lebanon if he does have permission from the Saudi government?

I have heard that Saudis are not allowed to get married in Lebanon unless they have permission from the Saudi government. Is that true? And how can we contact a sheik in Lebanon? Thank you very much for your help.
