What size diapers should my daughter be wearing?

she is 14lbs and she has been in the costo kirkland brand that is 1-2 (up to 15lbs) now they are getting too small but the size 2-3 pampers swaddlers (14-18lbs) are way too big should i try another brand because i think all size 2 are 14-18 or is it not?
