My radiator has a crack and my temperature is very high?

Don't waste your time with JBWeld, buy a new radiator because you'll never be able to properly repair it once it's cracked. That tube goes to the overflow reservoir, draws coolant when it's low and captures overflow when it's over-full. Don't drive it until you have replaced the radiator.
